Russian and China Joint Moon and Mars Missions?

Mosnews is reporting that Russian and China are considering co-operating on Moon and Mars robotic exploration.

The first mission would be one or two small orbital satellites around Mars in 2009. Russia has also proposed a joint Moon project starting with a satellite in orbit by 2012 and eventually leading up to a manned mission.

Considering the financial status of the Russian program you have to wonder if this idea will ever get off the ground.
